Précis of letter from the Commissioner of Foreign Affairs,

dated 24th. January, 1913.

The Commissioner of Foreign Affairs is informed by the Tu Tu that "The Canton Government have never deputed anyone to organize societies or other movements in Hongkong. Election of a Chinese representative and collection of voluntary subscriptions are undertaken by Chinese merchants resident in Hongkong entirely : on their own responsibility.'
